Terms & Conditions – Parker

Welcome to Parker (“Service”), available via the website global-parker.com and the Parker mobile application (together, the “Platform”).
These Terms & Conditions (“Terms”) govern your access and use of the Platform operated by Parker (“Company”, “we”, “us”, “our”).

By accessing or using the Platform, you confirm that you have read, understood, and agreed to be bound by these Terms. If you do not agree, you must not use the Service.

1) Definitions

For the purpose of these Terms:

  • “Website” means global-parker.com

  • “App” means the Parker mobile application for iOS/Android

  • “User” / “you” means any individual or entity using the Platform

  • “Service” means digital parking payment and parking session management services, including initiating, extending, and ending parking sessions where supported

  • “Parking Operator / Authority” means a municipality, parking enforcement authority, private parking operator, parking lot operator, meter operator, or any third party that sets parking rules and pricing

  • “Transaction” means any payment processed through the Platform

  • “Content” means any data, text, design, code, graphics, software, and materials available on the Platform

2) Service Overview & Important Notice

2.1 Parker provides tools to help Users pay for parking and manage parking sessions for street parking and/or parking lots, where available.

2.2 Parker is not a parking authority and does not enforce parking rules.
Parking rules, pricing, operating hours, permitted areas, exemptions, and enforcement actions (including tickets/fines) are determined solely by the relevant Parking Operator / Authority.

2.3 The Service may be available in selected locations in Israel, Europe, and the United States, and may be limited or unavailable in certain areas.

2.4 Information displayed in the Platform (including parking zones, prices, or restrictions) may change and may not always be fully accurate due to third-party updates, system limitations, or local policy changes.

3) Eligibility & User Account

3.1 You may be required to create an account to use the Service.

3.2 By using the Service, you represent that:

  • you are legally capable of entering into these Terms, and

  • the information you provide is accurate and up to date, and

  • you use a valid payment method you own or are authorized to use.

3.3 We may require additional verification (such as phone verification or security checks) to protect Users and prevent fraud.

4) User Responsibilities & Accurate Input

4.1 You are solely responsible for entering correct parking details, including (where applicable):

  • vehicle license plate number

  • parking zone, street, location, or parking lot

  • start/end time or duration

  • any additional requested information

4.2 Incorrect inputs may result in unpaid/invalid parking, incorrect charges, or parking tickets/fines.
Parker shall not be responsible for such outcomes.

4.3 You must review and confirm parking information and payment details before approving any Transaction.

5) Payments, Billing & Stripe Processing

5.1 Parking payments made via Parker are processed according to the pricing and rules defined by the relevant Parking Operator / Authority.

5.2 Payments are processed through a third-party payment processor: Stripe.
Stripe may handle payment authorization, security checks, and processing.

5.3 Parker does not store full card details (such as full card number, expiration date, or CVV).
However, we may store:

  • transaction reference numbers

  • amounts, timestamps, and status

  • receipts and confirmations

  • limited billing-related metadata required for support, accounting, and compliance

5.4 Currency conversion, bank fees, taxes, or additional charges may apply depending on your country, bank, card issuer, and Stripe rules.

5.5 If you extend a parking session or perform multiple actions, you may be charged in multiple Transactions.

6) Street Parking vs. Parking Lots

6.1 The Platform may support both:

  • Street parking (zones, meters, municipalities)

  • Parking lots (private or public operators)

6.2 Parking rules, availability, time limits, and cancellation policies vary by operator and location.

6.3 Parker is not responsible for entry/exit systems, gates, or physical parking infrastructure operated by third parties.

7) Starting, Extending, and Ending a Parking Session

7.1 You are responsible for confirming that your parking session has been successfully started and recorded in the Platform.

7.2 Extensions or changes are subject to:

  • local parking regulations

  • operator restrictions

  • technical availability and connectivity

7.3 The Platform may send alerts or reminders, but notifications are not guaranteed, and may be affected by device settings, internet access, OS restrictions, or battery status.
You should not rely solely on notifications to manage parking time.

8) Cancellation & Early Ending of Parking

8.1 Cancellation or early ending of parking sessions may not be supported in all locations, and depends on the Parking Operator’s rules.

8.2 Where cancellation is available, refunds (if any) are subject to the operator’s refund policy and the specific parking transaction conditions.

8.3 Parker does not guarantee that any parking session can be canceled or refunded.

9) Receipts and Payment Confirmations

9.1 Parker provides digital receipts and confirmations through the Platform and/or email where applicable.

9.2 You agree that receipts and confirmations may be provided electronically only.

9.3 A receipt is proof of payment processing, but it does not guarantee that parking enforcement systems will immediately reflect the payment in real time, especially in cases of third-party system delays or incorrect data input.

10) Refunds, Charge Disputes & Support

10.1 Refunds are subject to:

  • applicable Parking Operator / Authority policies, and/or

  • proven technical error directly caused by Parker

10.2 No refund will be provided for issues including but not limited to:

  • incorrect license plate number

  • wrong parking zone/location selected

  • parking in a restricted area or time period

  • tickets/fines issued by parking enforcement

  • device or connectivity issues on the User’s side

  • failure to confirm the parking session properly

10.3 For billing inquiries or disputes, contact:

  • date and time

  • amount

  • transaction ID/reference

  • license plate number

  • parking location/zone

10.4 Parker may investigate and decide, at its discretion, whether to issue a partial refund, full refund, credit, or deny the request, subject to applicable laws.

11) Service Availability, Maintenance & Technical Issues

11.1 We strive to keep the Service available and functioning, but we do not guarantee uninterrupted or error-free service.

11.2 The Platform may be impacted by third-party failures, including:

  • Stripe or other payment services

  • parking operator systems

  • hosting/cloud providers

  • maps/location providers

  • internet and mobile networks

11.3 We may temporarily suspend access for maintenance, upgrades, security, or system improvements.

12) Prohibited Use

You may not use the Service to:

  • violate any law or regulation

  • impersonate others or use unauthorized payment methods

  • attempt to hack, damage, overload, or disrupt the Platform

  • use bots or automated scripts without written permission

  • distribute malware or harmful content

  • abuse the Service, operators, or support channels

Violation may result in account suspension, termination, and legal action where applicable.

13) Communications & Notifications

13.1 We may send service-related communications such as:

  • payment confirmations

  • parking status updates

  • system alerts and security notices

13.2 Marketing messages will only be sent where permitted by law and/or based on your consent (where required). You can opt out where applicable.

14) Intellectual Property

14.1 The Platform and all related intellectual property rights (including branding, software, design, code, and content) are owned by Parker and/or its licensors.

14.2 You may not copy, modify, distribute, sell, or reverse engineer any part of the Platform without our prior written permission.

15) Privacy

Your use of the Platform is also governed by our Privacy Policy, which forms part of these Terms.

16) Disclaimer of Warranties

The Service is provided on an “AS IS” and “AS AVAILABLE” basis.
To the maximum extent allowed by law, Parker disclaims all warranties, including implied warranties of merchantability, fitness for a particular purpose, and non-infringement.

17) Limitation of Liability

17.1 To the maximum extent permitted by law, Parker shall not be liable for:

  • any parking tickets, fines, enforcement actions, or penalties

  • incorrect charges caused by User input

  • indirect, incidental, special, consequential damages

  • loss of profits, loss of data, or business interruption

  • third-party system failures (Stripe, parking operators, maps, networks)

17.2 If Parker is found liable for any reason, our total liability shall not exceed the amount paid by you for the specific Transaction giving rise to the claim.

18) Indemnification

You agree to indemnify and hold Parker harmless from any claims, damages, losses, liabilities, and expenses (including attorney fees) arising from:

  • your violation of these Terms

  • your misuse of the Service

  • your incorrect parking details or unauthorized actions

  • your violation of third-party rights or laws

19) Suspension & Termination

19.1 We may suspend or terminate your access to the Service if:

  • we suspect fraud or abuse

  • you violate these Terms

  • required by law or regulators

  • needed for security or operational reasons

19.2 We may limit or discontinue the Service in any country or region at any time.

20) Changes to the Service and Terms

20.1 We may update the Service and these Terms from time to time.

20.2 Continued use after changes become effective constitutes acceptance of the updated Terms.

21) Governing Law & Jurisdiction

21.1 These Terms shall be governed by the laws of the State of Israel, unless mandatory consumer protection laws in your jurisdiction require otherwise.

21.2 Any disputes shall be brought before the competent courts in Israel, unless applicable law requires a different jurisdiction.
